     The Placid Bay Civic Association (PBCA) serves our area by striving to build a strong sense of community.

Our mission is to improve the quality of life for our residents

protect the value and beauty of our homes and neighborhood

assets; and work with local government officials and law

enforcement to protect and serve our citizens.

Placid Bay Estates is situated on the banks of Mattox Creek, a tributary of the tidal Potomac River. Placid Bay is part of Westmoreland County in the Northern Neck of Virginia.

What is the Placid Bay Civic Association?

  The Association is a non-profit civic organization that has accepted the responsibility of the lakes, the T-dock area, the boat launch area and the pavilion/community center grounds.  The goal of this Association is quite simply to maintain, preserve and improve the amenities that define the character, enhance the quality of life and add value to the land you own.

 Your neighbors, who also have very busy personal lives, provide our leadership.  No Officer or Board member draws a salary.  Annual dues are used to maintain common property.

What is the membership fee? 

 The basic membership fee in the PBCA is $50 per year.  Membership in Placid Bay Civic Association is completely voluntary. Participation in PBCA sponsored activities is optional. 

As of 5/4/2024 Membership was changed to a fiscal year 5/1 through 4/30 basis.  Current CY2024 memberships will be valid through 4/30/2025

 Membership fees are used for upkeep of the boat ramp area, the pavilion and Community Center and grounds, the T-dock area, keeping the grass cut on common grounds, providing and repairing picnic tables in the pavilion, providing trash containers and pick up service at the common areas, security lights and insurance.

Our only other funds are from rental of the Community Center and by functions held by the Board and members.  These funds are used for all of the above and for the upkeep and expenses related to the Community Center.
