PLACID BAY CIVIC ASSOCIATION ANNUAL MEMBERSHIP MEETING MAY 17, 2025

Thank you to all who attended the PBCA ANNUAL MEMBERSHIP MEETING.  A special thanks to Board members who are NOT returning to the Board this Fiscal Year:

–Bob McCarthy, who served as PBCA President this past year, has devoted so much time volunteering in all buildings and grounds needs, facilitating PBCA-sponsored activities and obtaining support from local vendors—including: Food Lion, ACE Hardware and his “Ice Cream Hut”.  Thank you Bob, for all you’ve done this past year!

–Sam Lewis, who served as Vice President this year has been working with Virginia Tech’s Cooperative Extension to learn the safest possible way to decrease the lily pad growth on PB Lakes.  He also looked into fish restocking for our Lakes. And, he donated his commercial popcorn maker to the PBCA for Popcorn and Movie Night! Thanks Sam!

–Mario Haggerty, who served as Secretary and as the Chair of the Events Committee, has done a tremendous job of getting Placid Bay residents together to celebrate including: Family Fun Day; Kayaking on the Creek; Chili Cook-off; Halloween “Boo-Bash”; Breakfast with Santa; Soup-A-Bowl Party; and Popcorn and Movie Night. Each event took a great deal of planning and coordinating.  Thank you so much, Mario!

–Dottie McCarthy, Secretary, who took over Secretarial duties in January of this year, has done a tremendous job taking notes, and getting meeting Agendas and Minutes recorded. Thank you Dottie, for keeping the Board organized!

–Dave Roberts, who has served the Board with responsibility for chairing the Building and Grounds Committee and who plans to continue in that capacity as the head of the committee outside of the Board. Thanks Dave!

THE MEMBERSHIP MEETING

The Board and members present shared a wealth of information. Minutes of the meeting are posted here on the PBCA website. For those of you who did not attend, please consider—at the very least—attending monthly Board of Directors’ meetings which are held the first Monday of every month at 6:30 p.m. at the Event Venue (67 Mattox Avenue). This Fiscal Year the Association and Membership may be facing some significant challenges for the upkeep of Placid Bay’s Lakes and Dams. Decisions will have to be made which could impact the “pocketbook” of every resident of Placid Bay; we have much to do. The Board cannot function without membership input and volunteer support.

PLACID BAY CLEAN UP DAY THIS SATURDAY APRIL 26

A reminder to all of our wonderful volunteers: Placid Bay Clean Up Day is this Saturday. We may have some rain. If we do, we will go ahead with the power washing–as we’ll all be getting wet from that anyway–and we will do other things that can be done with a little rain. For jobs which cannot be done in the rain, the PBCA will set another time and date to get them done. See you Saturday!

Sanitary District Roads/VDOT Revenue Sharing

• Deux Rue and Holly Way – Easements at two locations have been signed by the owners. The County now expects paving to be done in the next couple of months.

• Lakeview, and Hickory/Birch/Pinewood/Woodmount. Revenue Sharing are on the calendar for Westmoreland County’s Fiscal Year (FY) 2029 and 2030.

• The PBCA has forwarded to the County a list of roads that require maintenance to include in their budget planning for FY 2025-2026.

• To increase public safety PBCA is working with Westmoreland County to install STOP signs on all Placid Bay Sanitary District Roads (gravel roads).

• PBCA is working with Westmoreland County to install street signs at several locations where there are currently no signs.

• Virginia Department of Transportation (Paved Roads). For reporting safety concerns or potholes on paved roads please contact VDOT at https://my.vdot.virginia.gov/#0

The PBCA encourages all residents to attend our PBCA Board Meeting on the 1st Monday of each month.

MONTHLY BOARD MEETING MONDAY APRIL 7

The next monthly Board of Directors Meeting is scheduled to be held Monday, April 7 at 6:30 p.m. at the Event Venue (67 Mattox Avenue). All are welcome to attend. Come to learn about the latest PBCA business, to ask questions and provide your ideas! As a volunteer organization, we also encourage those interested to join us to offer your talents!

PBCA MEMBERSHIP FY 2025-2026

PLACID BAY CIVIC ASSOCIATION MEMBERSHIP

The Board of Directors has made changes to the Placid Bay Civic Association’s voluntary membership. At the Annual Membership Meeting on 5/4/2024 members voted to change membership fees to a fiscal year 5/1 through 4/30 basis to coincide with our financial records. This means that calendar year 2024 memberships and boat ramp key (*) will be valid through 4/30/2025. Any memberships made after 1/1/2025 will be considered payment for fiscal year 2026 (5/1/2025 through 4/30/2026).

While membership in the PBCA is voluntary, the fees that we collect are used to keep up with maintenance and improvements of our community, including common areas of Placid Bay Estates such as the Event Venue, Dams, Docks and Boat Ramp. To help offset rising maintenance costs, the PBCA is increasing the BOAT RAMP KEY fee from $15 to $75. We are also instituting a choice between an INDIVIDUAL membership option or a FAMILY membership. This will allow families and individuals to receive up to 50% discounts on admission to PBCA-sponsored events, and a discount on rental of the Event Venue. Following are the current rates:

$25.00 individual membership

$50.00 family membership

$75.00 per key for one year for key access to the boat launch area (must also purchase a family membership).(*)

(*Note: Those who are renewing last year’s membership must use their 2024 key for boat ramp access until April 30th. The new key you receive with your membership packet will be valid May 1st.)

Membership can be paid in a variety of ways, including:

(1) here on our website page MEMBERSHIP/PAYMENT FISCAL YEAR 2025-2026;

(2) you can apply for membership at any monthly meeting of the Board of Directors; or

(3) packages can be obtained May 1st at Halls Supermarket on Route 205.

We are grateful to all of the volunteers and retail sponsors who save us time and expenses to continue our service to the Placid Bay Estates community! If you have not already done so, consider joining us this year. We need your talents!

The PBCA Board is currently working on the Sanitary District budget to present to Westmoreland County. We encourage anyone interested in helping us work on the project to join the Roads Committee. We are conducting a Sanitary District Budget working session on Friday, February 21 at 5:00 p.m. at the Event Venue (67 Mattox Avenue). As a Board working session anyone may attend for observational purposes only. We also encourage Placid Bay residents to keep up to date on PBCA business by attending our monthly Board of Directors meetings on the first Monday of each month at 6:30 p.m. at the Event Venue (67 Mattox Avenue).

UPDATE ON PLACID BAY ROADS

PLACID BAY CIVIC ASSOCIATION BOARD OF DIRECTORS’ UPDATE ON ROADS…

While the gravel roads in Placid Bay Estates have always been an issue, in the past two years–after more than 200 homes were built in Placid Bay–the gravel roads have taken a severe beating. In the past few months, the Placid Bay Civic Association (PBCA) Board of Directors has been meeting with Westmoreland County to review revenue funding for the Sanitary District. After the most recent meeting, James Taylor, the Westmoreland County Administrator, and Woody Hynson, our County Representative, toured the roads throughout Placid Bay Estates and were also disappointed with the condition of our gravel roads.

The PBCA Board is currently working on the Sanitary District budget to present to Westmoreland County. We encourage anyone interested in helping us work on the project to join the Roads Committee.
